Sliced bread wasn't invented in 1928, rather, PRE-sliced bread was made marketable in 1928, before that, you bought (or made) an unsliced loaf and made slices as needed because if the whole loaf was sliced all at once, it would go stale before you could eat it. The crust on a loaf of unsliced bread keeps the moisture in, while the innards (?) dry out really fast (as you've probably noticed), so the less innards exposed to open air the better. Basically what kept pre-sliced bread from being marketable was that no one had figured out how to package it yet. I'm not sure if the original solution was plastic bags (I could see it being waxed paper if it wasn't plastic) but nowadays, if you get a pre-sliced loaf it will always be in a plastic bag to keep the moisture in but an unsliced loaf, if it's wrapped at all might only be loosely wrapped in paper (which is more to keep dirt off of your bread during transport than to keep it fresh), which also explains the existence of bread boxes, to protect your bread from critters and drying out since bread didn't come with its own storage container like it does today.
